    Lesson 3: Extra-judicial killings

    As above, and also:

    ICCPR, Article 4:

    "Anyone sentenced to death shall have the right to seek pardon or commutation of the sentence. Amnesty, pardon or commutation of the sentence of death may be granted in all cases."

    Obviously, as in the above case, when those already convicted, or merely suspected of blasphemy, are killed before they have the opportunity to appeal for pardon, then this right has been violated.

    Action and Discussion:

    1. In which other countries do "extra-judicial" (arbitrary, outside the law) killings take place? Collect examples; who are responsible for these killings?
    2. What actions of redress are possible:

    - when private individuals or groups of private individuals are responsible for these killings?
    - when the state or state agencies (e.g. police, internal security personnel, military) are responsible?
